...Mañana cuando el Carnaval haya pasado, cambiaremos de máscaras y cada quien, como en la canción de Serrat, volverá a su rutina. Algunos atisbarán por sus rendijas el vacío de algunos rostros y los demonios apenas contenidos de la mayoría. Así, hasta que en alguna vuelta del camino alguno se encuentre consigo mismo y descubra al SER, oculto en este montón de máscaras...

mundo. El jolgorio más largo del Universo. Los
últimos carnavales de este milenio...

Los carnavales de Ipiales, son una de las más depuradas
expresiones de arte y cultura popular, bien merece examinar su
raigambre popular, para apreciar mejor sus diversas manifestaciones
y así mismo ayudar a proyectar su imagen en su entorno
mayor. Ahora esta siendo visitada en Internet por miles de
personas investigadores de diferentes carnavales en todo el mundo, quienes
continuamente nos escriben pidiendonos más
información.
Estos festejos ancestrales, tienen su plena vigencia desde mediados
de Diciembre, siendo sus días centrales el 3, 4, 5 y 6 de
Enero de cada año.
EL 3 DE ENERO: Carnaval de la Provincia de Obando o desfile
multicolor de la frontera (concurso de bandas musicales)
EL 4 DE ENERO: El Carnavalito
EL 5 DE ENERO: Día de "Negros"
EL 6 DE ENERO: Dia de "Blancos"
En estos días es cuando el ingenio y la maestria del artesano
sureño, volca toda su creatividad en disfraces, comparsas,
individuales, parejas, etc., para brindar al propio y al extraño,
una sana alegría colectiva, en una FORMA PACIFICA, CORDIAL Y
SIN IGUAL EN NARIÑO, COLOMBIA, AMERICA Y EL MUNDO.
Orquestas nacionales, regionales e internacionales, presiden las
masivas concentraciones populares, en todos los espacios abiertos
del distrito comercial de la ciudad. Vale la pena estar en estas
fiestas, tanto por lo original de sus motivaciones, como por la
hermandad que brindan los IPIALEÑOS.
Ante una terrible tormenta el 3, 4 y de Enero, se llevó a cabo el "carnaval Andino de Blancos y negros" en la Ciudad de Ipiales, que por su autenticidad y colorido, constituyen el espectáculo de mayor singularidad que pueblo alguno pueda ofrecer a sus turistas. El 6 de Enero, "día de Blancos", milagrosamente no llovió y el desfile de carrozas, baile en los parques y demás actividades fueron una de las más excitantes del final de este milenio. Las carrozas, comparsas y disfraces individuales fueron estampas autóctonas originales y picarescas, artísticas y auténticas, con expresión folclórica de sabor tradicional y ancestro regional; matices multicolores donde el ingenio, la creatividad de sus impresiones plásticas, corroboraron una vez más el talento particular de los IPIALEÑOS.
EL 3 DE ENERO: comenzaron las fiestas del nuevo año, 1999, las últimas del milenio, el Carnaval de la Provincia de Obando o desfile multicolor de la frontera (concurso de bandas musicales). A la 1:00 P.M. se dieron cita las Bandas de las diferentes regiones del municipio de Ipiales, y desfilaron bajando por la Cra. 7a. hasta la Calle 5a. y subiendo desde aquí por la Cra. 6a. para finalizar en el parque 20 de Julio, lugar donde se encuentra la Alcaldía municipal. Ante un tremendo aguacero, todas las bandas llegaron a su destino final, lo que hizo más controversial y divertido este evento. Se destacaron las Bandas de Puerres, Ipiales, etc....
EL 4 DE ENERO: se llevó a cabo "EL CARNAVALITO", organizado por el Barrio Gólgota, "una pintica más de paz", "una idea jóven" que construye al país. Representó eficientemente este evento la "Reinita del Carnavalito 1999", María Nelly Yépez Oviedo, estudiante de secundaria del Colegio Nacional "Sucre", de 11 años de edad. La junta del Carnavalito 1999 fue integrado por Jaime Chamorro Almeida (Presidente), Amparo Caicedo Velazco (Secretaria), etc... Los comités estuvieron integrados por Gladys Bravo T., entre otras; Guado Cabrera y Alirio Mejía (Publicidad).
EL 5 DE ENERO:, o día de "negritos", también ante un fuerte aguacero, el pueblo alborozado y eufórico buscaba pintar con cosmético fino y perfumado a quien se encontraba, todo mundo se divirtió con la negritud alborozada; desde temprano, la popular diversión se "prendió" y se bailó con 2 orquestas famosas en el Parque 20 de Julio y en el Parque de la Pola hasta el amanecer.
EL 6 DE ENERO:, día de "Blancos", fue excelente, sin lluvia, transcurrió el desfile de "Carrozas", comparsas, disfraces, etc., a lo largo de la "Ciudad de las Nubes Verdes". Una rara emoción nos imprimía el escuchar "La Guaneña", "el Miranchurito", "El Chambu", "desde Ipiales...", etc., música magistralmente interpretada por la Banda Municipal de Ipiales.
El día de Reyes se matizó en 2 faces: "el original juego de talco, máscaras y confetis. La otra el desfile de comparsas, carrozas, murgas... con impactos de asombro y millonario derroche de serpentinas".
Las carrozas mostraron aparte de un extraordinario trabajo artesanal, enormes muñecos y motivos con movimiento, espectaculares, ricamente decoradas com llamativas atracciones. Son estas creaciones artísticas, donde el ipialeño plasma todo su ingenio o creatividad, que con su civismo y hospitalidad, permite relievar los valores incógnitos de su idiosincracia.
Las gentes lucieron los variados disfraces, máscaras o caretas y antifaces. La alegría fue contagiosa y permitió a la multitud bailar y divertirse indescriptiblemente. El carisma y el característico sonreir de los ipialeños, su amabilidad y la belleza, su inteligencia y cultura, fue representada excelentemente por la reina de El Carnaval Andino de "Blancos y Negros", 1999, GABRIELA MONTENEGRO AREVALO.

The University of Minnesota Refugee Studies Center includes bibliographies resources on some illnesses, parenting, deaths/losses of elders, and prenatal care as they affect Hmong in the United States.
Lao Family's Mental health Services pages offers a solid starting point for general mental health concerns. PTSD, depression and suicide risk are addressed.
The Center for Multicultural and Multilingual Mental Health Services offers useful information about risks and protective factors for elderly Hmong migrants. Very useful.
For the non-Hmong, Anne Fadiman's "The Spirit Catches You and You fall Down" (Noonday Press of Farrar, Straus and Giroux) is a fine introduction. It is the story of a Hmong family and one of their daughters, whose seizure disorder has a very different meaning to the family and to a variety of very well intended American doctors. A tragic story, but one to learn from.
The Hmong Studies Journal is useful, if recent, online resource for scholars.
